很多企业把出海理解为“把产品卖到国外”。但真正成功的企业国际化,绝不是简单走出去,而是走进当地市场、融入当地规则、建立长期经营能力。

Many enterprises understand overseas expansion as “selling products abroad”. However, truly successful corporate internationalisation is never simply about going out. It is about entering the local market, integrating into local rules and building long-term operational capabilities.

过去很多企业谈出海,核心是找订单、找客户、找代理。

In the past, when many enterprises talked about overseas expansion, the focus was mainly on finding orders, customers and agents.

这些当然重要,但已经不够了。

These are certainly important, but they are no longer enough.

今天的企业出海,已经进入一个更复杂、更现实的阶段。企业面对的不只是价格竞争,也不是简单把国内成熟产品搬到海外,而是要面对当地法律、文化、渠道、消费者、供应链、金融、税务、认证、售后和品牌传播等一系列问题。

Today, enterprise overseas expansion has entered a more complex and realistic stage. Enterprises are not only facing price competition, nor is it simply a matter of taking mature domestic products overseas. They must also deal with a series of issues, including local laws, culture, channels, consumers, supply chains, finance, taxation, certification, after-sales service and brand communication.

所以,出海不是“走出去”这么简单。

Therefore, overseas expansion is not as simple as “going out”.

真正的出海,是走进去。

True overseas expansion means “entering in”.

走进当地市场,意味着企业要理解当地消费者真正需要什么。

Entering the local market means that enterprises must understand what local consumers truly need.

有些产品在中国卖得好,不代表在马来西亚或其他东盟市场就一定适合。包装、价格、规格、口味、使用场景、购买习惯,都可能需要调整。

Some products that sell well in China may not necessarily be suitable for Malaysia or other ASEAN markets. Packaging, pricing, specifications, taste, usage scenarios and purchasing habits may all need to be adjusted.

走进当地规则,意味着企业要尊重法律和合规边界。

Entering local rules means that enterprises must respect legal and compliance boundaries.

任何市场都有自己的规则。产品能不能进口,是否需要认证,合同怎么签,税务怎么处理,商标怎么保护,这些问题如果前期不搞清楚,后期就会变成成本和风险。

Every market has its own rules. Whether a product can be imported, whether certification is required, how contracts should be signed, how tax matters should be handled and how trademarks should be protected — if these issues are not clarified in advance, they may become costs and risks later.

走进当地合作网络,意味着企业不能只依靠单一中间人。

Entering local cooperation networks means that enterprises cannot rely on a single intermediary.

一个可靠的市场,往往需要商协会、渠道伙伴、服务机构、园区资源、媒体传播、本地顾问等多方共同支撑。

A reliable market often requires the support of multiple parties, including chambers of commerce and associations, channel partners, service providers, industrial park resources, media communication and local advisers.

走进长期经营,意味着企业不能只看短期交易。

Entering long-term operations means that enterprises cannot focus only on short-term transactions.

真正有价值的海外市场,不是做一单就结束,而是建立稳定客户、稳定渠道、稳定供应链和稳定品牌认知。

A truly valuable overseas market is not about completing one deal and stopping there. It is about building stable customers, stable channels, stable supply chains and stable brand recognition.

很多企业并不是没有能力,而是缺少一条更清楚的路。

Many enterprises do not lack capability. What they lack is a clearer pathway.

ARFF运营中心希望发挥的作用,就是帮助企业先把路看清楚:哪些事情可以做,哪些事情不能急;哪些资源值得对接,哪些风险必须提前识别;哪些项目具备推进条件,哪些项目还需要继续准备。

The role that the ARFF Operation Centre hopes to play is to help enterprises see the pathway more clearly: what can be done, what should not be rushed, which resources are worth connecting with, which risks must be identified in advance, which projects are ready to move forward, and which projects still require further preparation.

企业出海,最怕两种心态:

There are two mindsets that enterprises should avoid most when expanding overseas.

一种是过度保守,总觉得海外太远、规则太复杂,所以一直不动。

One is being overly conservative, always feeling that overseas markets are too far away and the rules too complicated, and therefore never taking action.

另一种是过度激进,只听机会、不看风险,急着签约、急着投入、急着承诺。

The other is being overly aggressive, listening only to opportunities while ignoring risks, and rushing to sign agreements, make investments and give commitments.

真正稳健的企业,应该在两者之间找到平衡:保持开放,但不盲目;积极行动,但守住边界;敢于出海,但必须合规。

A truly steady enterprise should find a balance between the two: remain open, but not blind; take active action, but stay within boundaries; dare to expand overseas, but always operate in compliance.

【结语】【Conclusion】

中国企业的能力,不应只停留在国内市场。

The capabilities of Chinese enterprises should not remain limited to the domestic market.

但能力走向海外,不能靠冲动,而要靠路径、组织、合规和长期主义。

However, taking these capabilities overseas should not rely on impulse. It should rely on pathways, organisation, compliance and long-termism.

出海不是离开中国,而是把中国企业的产品能力、供应链能力、服务能力和创新能力,带到更大的市场中去接受检验、创造价值。

Overseas expansion is not about leaving China. It is about bringing the product capabilities, supply chain capabilities, service capabilities and innovation capabilities of Chinese enterprises into larger markets, where they can be tested, recognised and transformed into greater value.
