On the afternoon of 14 July 2026, Dr. Lu Peng, Vice President of the ASEAN Retail Chains and Franchise Federation (ARFF), Chairman of ARFF China Representative Office and Chairman of FengQi Group, led a delegation to visit Hainan Logistics Group. The delegation held a meeting with Liu Hairong, Secretary of the Party Committee and Chairman of Hainan Logistics Group, as well as members of the Group’s management team.

双方围绕海南自由贸易港政策机遇，以及中国与东盟之间的跨境仓储、零售流通、清真食品、冷链物流、保税加工、海外仓布局和国际多式联运等议题进行了深入交流，并就建立长期沟通机制、推动重点业务逐项落地达成积极共识。

The two sides held in-depth discussions on policy opportunities under the Hainan Free Trade Port, as well as cross-border warehousing, retail circulation, halal food, cold-chain logistics, bonded processing, overseas warehouse layout and international multimodal transport between China and ASEAN. They reached a positive consensus on establishing a long-term communication mechanism and promoting the step-by-step implementation of key business areas.

Before the meeting, Dr. Lu Peng and his delegation visited the exhibition panels of Hainan Logistics Group, where they gained a systematic understanding of the Group’s background, integrated industrial layout, key industrial park projects and the progress of its smart logistics platform development.

海南省物流集团立足海南自由贸易港，正在统筹推进岛内外物流枢纽、标准化仓储、冷链设施、综合运输、供应链贸易和智慧物流平台建设，并积极探索面向粤港澳大湾区、东盟及国际市场的物流网络布局。

Based in the Hainan Free Trade Port, Hainan Logistics Group is coordinating the development of logistics hubs both within and outside Hainan Island, standardised warehousing, cold-chain facilities, integrated transport, supply chain trade and smart logistics platforms. It is also actively exploring the development of logistics networks serving the Guangdong-Hong Kong-Macao Greater Bay Area, ASEAN and international markets.

座谈会上，刘海荣董事长系统介绍了海南省物流集团的顶层发展布局。

At the meeting, Chairman Liu Hairong gave a systematic introduction to Hainan Logistics Group’s top-level development layout.

他表示，海南省物流集团立足海南自由贸易港核心定位，联动粤港澳大湾区和东盟两大市场，持续完善全域物流网络，推动物流园区、仓储冷链、运输通道和数字平台协同发展，落实“畅通道、降成本”等核心使命。

He stated that Hainan Logistics Group is positioned around the core role of the Hainan Free Trade Port, linking the two major markets of the Guangdong-Hong Kong-Macao Greater Bay Area and ASEAN. The Group continues to improve its island-wide logistics network, promote the coordinated development of logistics parks, warehousing and cold-chain facilities, transport channels and digital platforms, and fulfil its core mission of “smoothing logistics channels and reducing costs”.

围绕中国与东盟跨境业务，双方可以重点研究：

With regard to cross-border business between China and ASEAN, the two sides may focus on the following areas:

1.利用海南自由贸易港政策和园区条件，发展跨境仓储及分拨业务；

1.Leveraging the policies and industrial park conditions of the Hainan Free Trade Port to develop cross-border warehousing and distribution services;

2.推动电子产品、医疗器械等商品在海南开展合规仓储、集散和供应链服务；

2.Promoting compliant warehousing, consolidation and supply chain services in Hainan for products such as electronic products and medical devices;

3.研究二手汽车保税维修、翻新加工和再出口业务；

3.Studying bonded maintenance, refurbishment, processing and re-export businesses for used vehicles;

4.探索东盟货物经海南连接中欧班列及国际干线物流的可行路径；

4.Exploring feasible routes for ASEAN goods to connect with China-Europe freight trains and international trunk logistics through Hainan;

5.在东南亚布局仓储节点和海外前置仓、冷链仓储物流；

These plans fully demonstrate Hainan Logistics Group’s development direction from logistics infrastructure construction within Hainan Island towards cross-border logistics, industrial supply chains and international networks.

FengQi Group Supplements Capabilities on the ASEAN Market Side

Dr. Lu Peng introduced the platform resources of ARFF and FengQi Group’s business layout in Malaysia and ASEAN.

他表示，中国与东盟之间的商贸往来空间广阔，但企业在实际经营中仍面临市场信息分散、上下游资源难以整合、产品准入复杂、海外仓配体系不完善及跨境合规要求较高等现实问题。

He stated that there is broad room for trade and business exchanges between China and ASEAN. However, in practical operations, enterprises still face real challenges, including fragmented market information, difficulty in integrating upstream and downstream resources, complex product access requirements, incomplete overseas warehousing and distribution systems, and relatively high cross-border compliance requirements.

The core of the cooperation between the two sides is not to duplicate Hainan Logistics Group’s existing capabilities in warehousing, transport and industrial parks, but to connect the Hainan end with the ASEAN end. Hainan Logistics Group will give full play to its advantages in free trade port policies, industrial parks, warehousing, cold-chain logistics, transport and cross-border settlement, while FengQi Group will leverage its strengths in Malaysian and ASEAN industrial carriers, market channels, the halal industry and localised operations. Together, the two sides will form a closed-loop, two-way cross-border supply chain system.

Promoting Cooperation Implementation in Key Areas

双方围绕跨境仓储、中欧联运、海外仓布局、保税加工、清真食品、冷链生鲜及轻工产品出海等内容充分交换意见。

The two sides exchanged views extensively on cross-border warehousing, China-Europe intermodal transport, overseas warehouse layout, bonded processing, halal food, cold-chain fresh products and the overseas expansion of light industrial products.

Based on the resource foundations of both parties, the following areas may be prioritised in the next stage:

一、跨境仓储和海外仓联动

I. Cross-Border Warehousing and Overseas Warehouse Linkage

研究海南物流园区与丰麒马来西亚业务节点之间的协同模式，推动海南成为东盟商品进入中国的重要仓储、分拨和供应链节点，同时为中国商品进入东盟提供集货和出口服务。

The two sides will study coordination models between Hainan logistics parks and FengQi’s business nodes in Malaysia, promoting Hainan as an important warehousing, distribution and supply chain node for ASEAN products entering China, while also providing consolidation and export services for Chinese goods entering ASEAN.

二、清真食品与冷链供应链

II. Halal Food and Cold-Chain Supply Chains

围绕马来西亚清真食品进入海南，以及海南和中国食品进入马来西亚市场，开展产品筛选、准入审核、清真合规、仓储运输和渠道测试。

The two sides will carry out product selection, access review, halal compliance, warehousing and transport, and channel testing for Malaysian halal food entering Hainan, as well as for Hainan and Chinese food products entering the Malaysian market.

对畜禽、生鲜及冷链商品，坚持先核验检验检疫、食品准入和冷链成本，再选择成熟品类开展业务试点。

For livestock, poultry, fresh products and cold-chain goods, the two sides will first verify inspection and quarantine requirements, food access conditions and cold-chain costs before selecting mature product categories for business pilot projects.

三、保税加工和产业协同

III. Bonded Processing and Industrial Collaboration

结合海南自由贸易港相关政策和园区条件，研究轻工、电子、新能源汽车零配件、二手设备及相关商品的保税仓储、维修、翻新、组装和再出口业务。

In line with relevant policies and industrial park conditions of the Hainan Free Trade Port, the two sides will study bonded warehousing, maintenance, refurbishment, assembly and re-export businesses for light industrial products, electronics, new energy vehicle components, used equipment and related goods.

所有业务必须以真实生产、真实加工、真实贸易和真实订单为基础。

All business activities must be based on genuine production, genuine processing, genuine trade and genuine orders.

四、国际物流通道

IV. International Logistics Channels

结合实际货源和订单，研究东盟货物经海南衔接航空货运、海铁联运和国际铁路通道的可行性，逐步完善海南面向东盟、中亚和欧洲市场的国际物流网络。

Based on actual sources of goods and orders, the two sides will study the feasibility of connecting ASEAN goods with air freight, sea-rail intermodal transport and international railway channels through Hainan, gradually improving Hainan’s international logistics network serving ASEAN, Central Asia and European markets.

建立常态化合作机制

Establishing a Regular Cooperation Mechanism

双方就建立长期合作关系形成积极共识。

The two sides reached a positive consensus on establishing a long-term cooperative relationship.

下一步，双方将分别明确专项对接人员，围绕重点合作事项建立常态化沟通机制，逐项梳理：

As the next step, both parties will designate dedicated personnel for specific follow-up and establish a regular communication mechanism around key cooperation matters. They will review and clarify the following items step by step:

1.适合开展试点的产品和客户；

2.海南与马来西亚可使用的园区和仓储资源；

3.产品准入、清真、海关和检验检疫条件；

4.跨境运输线路和综合成本；

5.项目实施主体、合同结构和结算安排。

1. Products and customers suitable for pilot projects;

2. Industrial park and warehousing resources available in Hainan and Malaysia;

3. Product access, halal, customs, inspection and quarantine requirements;

4. Cross-border transport routes and overall costs;

5. Project implementation entities, contract structures and settlement arrangements.

双方还将加强在东盟商业峰会、经贸交流活动和产业资源对接等方面的合作，并根据业务推进情况，适时研究签署经贸合作备忘录。

The two sides will also strengthen cooperation in areas such as the ASEAN Business Summit, economic and trade exchange activities, and industrial resource matchmaking. Depending on business progress, they will study the signing of an economic and trade cooperation MOU at an appropriate time.

Upholding Genuine Trade and Compliant Operations

双方一致认为，所有合作必须坚持真实贸易、实体加工和合法合规原则，杜绝虚假贸易、纯套利、简单贴牌转口及脱离实际货物和产业基础的业务。

Both sides agreed that all cooperation must adhere to the principles of genuine trade, real-sector processing, and lawful and compliant operations. They will strictly avoid false trade, pure arbitrage, simple relabelling and re-export, or any business detached from real goods and industrial foundations.

项目推进过程中，将严格遵守中国、马来西亚及有关东盟国家在海关、税务、外汇、食品安全、检验检疫、清真管理和数据合规等方面的法律法规。

During project implementation, the two sides will strictly comply with laws and regulations in China, Malaysia and relevant ASEAN countries regarding customs, taxation, foreign exchange, food safety, inspection and quarantine, halal management and data compliance.

此次座谈进一步明确了双方的资源互补关系和合作方向。

This meeting further clarified the complementary resources and cooperation directions of both parties.
